When the homeland is fully secure, you and your neighbors become the eyes and ears of the local police department, reporting at the first hint of suspicious activity. A prime example: a Circuit City employee in New Jersey was asked to transfer videos from VHS to DVDs. What he saw was alarming: a group of six men shooting assault weapons and calling for a jihad. He notified law enforcement. Officials were able to thwart this group of would-be terrorists planning to attack Fort Dix, an army base in New Jersey, all thanks to this Circuit City employees tip. In this new technological age, it is likely that a concerned citizen will be the first to see and report suspicious activity. It makes it increasingly important for law enforcement and the community to partner together to detect and prevent terrorist and criminal activity. A partner is the telephone technician, the bus driver, taxi cab operator, the garbage truck driver, the at home Mom or Dad, or even a student on his way to school. The idea works most effectively at the local level. Residents become more unified by getting to know each other and working as a team to protect their neighborhood. Through community interaction, participation, and actively identifying suspects or alerting the authorities to criminal activity, American neighborhoods become safer and less fearful.

The goal is simple: encourage everyone to identify and report indicators of terrorism, crime, and other threats to the proper law enforcement authorities.
