It makes it increasingly important for law enforcement and the community to partner together to detect and prevent terrorist and criminal activity. A partner is the telephone technician, the bus driver, taxi cab operator, the garbage truck driver, the at home Mom or Dad, or even a student on his way to school. The idea works most effectively at the local level. Residents become more unified by getting to know each other and working as a team to protect their neighborhood.
